Project Double Barrel, the PNP campaign plan against drugs has “two” approaches. One is Project TokHang, the other is Project High Value/Low Value Target. TokHang involves the conduct of house to house visitations to persuade suspected illegal drug personalities to stop their illegal activities in coordination with the LGUs especially the “Barangay Anti-Drug Abuse Councils” (BADACs) and other stakeholders. It has five (5) stages namely: 1. Collection and Validation of Information Stage, 2. Coordination Stage, 3. House to House Visitation Stage, 4. Processing and Documentation Stage, and the 5. Monitoring and Evaluation Stage. 1) Collection and Validation of Information Stage - Police shall conduct "documentation and validation" to acquire specific information on suspected drug users and pushers needed when “confronting” suspects during house to house visitations. 2) Coordination Stage - Prior to the conduct of actual house to house visitations, coordination must be made with: a) LGUs to provide support for the activity xxx; b) BADACs to assist in the “conduct of house to house visitations” and referral of drug users; c) PDEA to assist in the “conduct of investigation” of suspected drug personalities; d) PCR to coordinate with the Dangerous Drugs Board (DDB) for the “rehabilitation” of drug users; e) PIO/PCR to coordinate with the QUAD Media for the public information and media coverage of the activity; and f) PCR to coordinate with NGOs to provide necessary supports for the activity. 3) House to House Visitation Stage - Procedures: a) The chief of police to organize a team led by a PCO to conduct house to house visitation. Safety and security is a must. b) The team leader shall ensure the presence of BADAC and barangay tanod to assist them and to serve as witness in the conduct of house visitation; c) The conduct of house to house visitation must be done in a “manner that shall not violate the rights of the subject;” d) Any person who is willing to surrender voluntary rehabilitation shall be “processed accordingly.” 4) Processing and Documentation Stage a) Those who surrender shall be required to fill-out a Voluntary Surrender Form (VSF). It shall be subscribed under oath before a notary public, to be assisted by a counsel, and witnessed by parents/guardians and/or barangay officials. b) They shall also be invited to the local police station for interview, documentation, and other alternative actions and shall execute undertakings to cooperate by giving voluntary information regarding illegal drug activities. c) In case, they surrender any drugs, derivatives and paraphernalia, they shall execute undertakings to give voluntary information about any violations under RA 9165 as stated under section 33 thereof; d) Any person who deny or refuses the house visitation shall be referred to the Anti-Illegal Drug Units for immediate “case build-up and negation;” e) In the absence of the subject, the parents, guardians or any responsible adult in the house shall be notified about the purpose of visit and shall be advised to relay the same to the subject; f) All police officers tasked to conduct house visitations shall exercise caution at all times. They shall wear their proper uniform and perform their tasks “with authority, firmness, and conviction.” 5) Monitoring and Evaluation Stage: a) When drugs persists despite house visitations, the local police shall immediately initiate police action, in coordination with the BADAC, for the legitimate arrest and filing of appropriate criminal charges against persons who are subject of house visitations; The second approach will be the conduct of “PROJECT HVT/LVT” (High Value Target/ Low Value Target) which is primarily law enforcement actions by dedicated and special teams against low value and high value targets, national and local level. Xxx Coordinating Instructions: e. Police shall observe the rights of persons arrested,detained or under custodial investigation pursuant to RA No. 7438 and other existing rules and regulations of the PNP in the promotion of human rights. |
Flashfloods Strike Davao Region, 11th RPSB Conducted SAR OperationsFlash floods brought by heavy rain hit Davao City and some nearby areas in Mindanao over the weekend. In the night January 20, 2013, Search and Rescue (SAR) team of 11th RPSB were alerted for possible conduct of SAR operations.
At about 7:30 AM of the same date, 11th RPSB personnel under PSUPT DARIO L GUNABE, Acting Battalion Commander were deployed to the affected areas to mentioned Jade Valley, Buhangin District; EL Rio Vista Village; Grabahan, Matina; Don Julian, Ma-a; P1 Uyanguren, Tigatto, Buhangin District; all of Davao City, for search and rescue operations. At about 7:40 AM of the above-mentioned date, 2nd Maneuver Company based at Cateel, Davao Oriental under PSI KRISTOPHER A SABSAL were deployed to the different areas of Brgy Taytayan, Brgy San Alfonso, Brgy San Miguel, Brgy Alegre, all of Cateel, Davao Oriental for search and rescue operation. At about 8:00 AM of the same date, personnel from 1st Maneuver Company together with Kapalong MPS conducted rescue operation to all affected residents of Poblacion Kapalong and Brgy Sigayen, Asuncion, Davao del Norte while one (1) team from Public Safety Company (PSC) led by PI LORD HAROLD P CATABONA proceeded to the said place bringing with them a rubber boat for the said operation. 11th RPSB Intensify Conduct of COMELEC Checkpoint for SAFE 2013 : Gun Ban in Effect! As stipulated in the 11th RPSB IMPLAN 09/2012 TO NHQ LOI 18/2012 (SAFE 2013) dated October 11, 2012, 11th Regional Public Safety Battalion as deputized by the COMELEC and in concurrent with its primary mission and functions, shall intensify law enforcement, security and public safety operations to ensure safe and fair exercise for local and national elections 2013.
11th RPSB pulled-out the 3rd Maneuver Company from Compostela, ComVal Province for augmentation to Davao del Sur PPO. The troops will be conducting checkpoints and other police operations for SAFE 2013 to ensure peace and order in the whole province. There is strong collaboration between PNP and AFP through JPSCC with close coordination to COMELEC in the AOR for the intensified conduct of JPSCC/COMELEC Checkpoint in Davao City, Davao del Sur, Davao del Norte and Davao Oriental, and Davao del Norte. As the start of COMELEC Gun Ban take effect this January 13, 2013, 11 RPSB is serious in implementing it to ensure that the whole region will be safe and secure from any eventualities and criminality for this coming May 2013 National, Local and ARMM Elections. A series of checkpoints/chokepoints will be put-up in a strategic areas determined by the higher command in collaboration with the election officer under the COMELEC. Public safety and security must be uphold at all times by the PNP units without violating the rights of the civilians. |
