INSPIRATIONAL MESSAGEThe Philippine National Police defined its strategic direction under P.A.T.R.O.L. Plan 2030, or the "Peace and order Agenda for Transformation and upholding of the Rule-Of-Law", in order to achieve its vision of becoming "a highly capable, effective and credible police service working in partnership with responsive community towards the attainment of a safer place to live, work and do business" by 2030.
A lot of challenges have been encountered to instill the very essence of the PGS with the PNPs Roadmap – the PNP PATROL PLAN 2030 for the past years. Further, we still need to fine-tune some elements of P.A.T.R.O.L. Plan 2030's execution. As we aim for "Proficiency Status", we shall: • Operationally define the PNP vision using quantifiable indicators to specify our "desired end state" targets for 2030. • Strengthen our existing monitoring and evaluation mechanisms, so that the feedback generated can be used to innovate, re-calibrate or localize strategic initiatives to make them more responsive for the community's concerns. Likewise, performance breakthroughs and best practices can be properly documented for possible replication in other areas; and • Ensure the Plan's sustainability by continuously promoting stakeholder buy-in and ownership. I recognize that our journey towards genuine transformation is still a work in progress, but with everyone's support and participation, I am confident that we can accomplish significant milestones for the realization of the PNP PATROL Plan 2030. I am glad that, despite all the challenges we have experienced in the implementation of the PNP P.A.T.R.O.L. PLAN 2030, we are here today, more resolute in our pursuit for real and lasting transformation in the PNP. Finally, I challenge all of you to sustain the forward momentum and nurture the gains of the PNP P.A.T.R.O.L. Plan 2030.
