"11th RPSB starts Compliance Evaluation in its sub-units"
Camp Catitipan, Davao City – The 11th Regional Public Safety Battalion (11th RPSB) makes a headway as the Compliance Evaluation Process (CEP) for its Public Safety and Maneuver Companies starts.
On February 16, 2016, 11th RPSB kicks off through the conduct of an Entrance Briefing where personnel from its subordinate units, to include the Public Safety Company, 1st Maneuver Company, 2nd Maneuver Company and 3rd Maneuver Company, headed by their respective Commanders, were given a heads up on what to expect and they should do during the visit of the audit team.
The on-site visit of the audit team, led by the unit’s Chief Battalion Police Strategy Management Unit and Deputy Battalion Commander, PSUPT ALAN B MANIBOG, ensued the next day at the headquarters of Public Safety Company.
Activities such as Focused Group Discussion (FGD), Document Audit, and Personnel Interview were conducted to check proof if said unit indeed complied the requirements needed in said stage. The unit shall be graded based on a rating system using the factors indicated per element where the passing rate is 3.41 which means that the audited unit is making good progress in its performance.
According to PSUPT MANIBOG the evaluation process aims to assess the unit’s level in the Performance Governance System (PGS) pathway using the Strategic Readiness Test (SRT). It validates the six elements of the PGS Compliance Stage namely the Formalization of the Advisory Council, Cascading of Vision and Strategy down to Individual Level, Alignment of Budget and Human Resources to the Vision and Strategy, Presentation of Accomplishments as reflected in the Scorecard, Implementation of Implan to Complan and Collation of Best Practices and other Initiatives.
“This is also a great way to identify areas for improvement and to further embed PGS up to the grassroots level within our unit”, he said. He added that it shall also prepare the public safety and maneuver companies for their Performance Governance Reporting being part of the Compliance Stage.
The said activity will be concluded on February 26, 2016 through an Exit Briefing that highlights the assessment coming from the members of the audit team assigned in respective elements.

BPSMU Gears up; Set to Evaluate Line Companies
(Battalion Police Strategy Management Unit 11 - Published on Friday, 08 January 2016 8:51 AM) Catitipan, Davao City – Members of the Battalion Police Strategy and Management Unit (BPSMU), headed by its Chief PSUPT ALAN BOLONGON MANIBOG, attended the two-day Competency Training and Holding of the Compliance Evaluation Process. Held on January 6-7, 2016, the said activity equipped the members of respective PSMU’s of all provinces of Region 11 on how to properly conduct the auditing of documents and other requirements essential to the upcoming Unit Revalida in their sub-units. The training is preparatory since the team is set to conduct on-site visits to its maneuver companies, initiate document reviews and personnel interviews seeking to find substantive and ensure the veracity of all the reports they have submitted. “The audit process is a great way to assess the operational performance of every maneuver company under the 11th Regional Public Safety Battalion. Its results shall also reflect the competency and efficacy of every personnel performing their respective duties and responsibilities”, PSUPT MANIBOG said. He added that the Compliance Evaluation Process is in consonance with the aim of full realization of the flagship of PNP that is the PATROL PLAN 2030. He stressed the importance of every personnel to take action and be part of the implementation of said program as it sets to develop highly competent, motivated and responsive personnel to guarantee a world class delivery of police service. -End- Unity Walk and Inter-Faith Prayer Rally for "SAFE" 2013 The Philippine National Police (PNP) in collaboration with the COMELEC, will conduct a “Unity Walk and Prayer Rally for Secure And Fair Elections (SAFE) 2013” in Quezon City and in all other regional centers in the country to drumbeat the significance of the May 13, 2013 elections and herald the start of the election period.
The “Unity Walk and Prayer Rally for Secure And Fair Elections (SAFE) 2013” shall be conducted simultaneously in Quezon City and in all regional centers in the country on January 13, 2013. Multi-sectoral stakeholders comprised of the leaders, personnel, and members concerned government agencies, religious groups, academe, students, civic and other non-government organizations will be organized into walk groups which will assemble in designated areas, walk along designated routes, and converge for the Prayer Rally. For the Regional Headquarters and DCPO, the activity will be held in Freedom Park, Roxas Avenue, Davao City. There will be two (2) points of origin where the walk groups will be organized; one will be at Magsaysay Park and the other at Bonifacio Circle, San Pedro Street, Davao City. They will assemble in pre-designated areas at exactly 4:00 AM of January 13, 2013 and will walk simultaneously along designated routes, and converge for the Prayer Rally in Freedom Park, Roxas avenue, Davao City. Each Walk Group shall be led by a Marching Band. PSUPT GUNABE was relieved from his post as Battalion Commander. He held said position from November 15, 2012 to July 14, 2014. Beforehand, PSUPT GUNABE was assigned with Davao City Police Office wherein he was designated as the Deputy City Director for Administration. Still with PRO 11, PSUPT GUNABE is now with Regional Headquarters as their Chief. Meanwhile, the Incoming Acting Battalion Commander PSUPT JOEL RENTOY CONSULTA was then assigned with San Pedro Police Station, DCPO as its Chief of police before footing as the Chief, Regional Police Community Relations Division, PRO 11. Another TV news anchor Robert Teo of ABC 5 Davao was elected as vice-chairman of the BAC composed of representatives from the different sectors in the media, government, business, academic and religious. The members of the BAC are barangay captains Rolando Trajera of Brgy. 76-A and Wilfredo Alfone of Tugbok, Prof. Leo Carlo Rondina of University of Mindanao College of Criminal Justice Education, businessmen John Saavedra and Basilio Tiu, Ustad Arief Sultan, Imam of Maramao Tribe, Pastor Gem Hidalgo and writer Lolito T Delos Reyes of Philippine News Agency. The Advisory Council is created in the furtherance of the institutionalization of the Performance Governance System (PGS) in the PNP, one of the requirements is the establishment of the PNP Multi-Sectoral Governance Council (MSGC). PNP-Davao’s Regional Public Safety Battalion Has New CommanderDAVAO CITY - The 11th Regional Public Safety Battalion (RPSB) of the Philippine National Police (PNP) regional office has new commander from the Davao City Police Office (DCPO).
P/Supt. Dario Gunabe, former DCPO deputy for administration took over the post from Senior Supt. Florencio Ortilla, Police Executive Service Eligibility (PESE) who was assigned to the RegionalPersonnel and Human Resource Doctrine and Development (RPHRDD) in Camp Catitipan, the PNP Regional Readquarters here. PNP regional director Chief Supt. Jaime Morente, CEO VI officiated the formal turn over of commands in a ceremonies held coinciding with the blessing of the newly renovated 11th RPSB headquarters offices recently. “I congratulate the new battalion commander P/Supt. Gunabe and at the same time also welcome PSSupt. Ortilla as the new R1 in my staff,” Morente said. Gunabe said he will try his best to duplicate (if not) surpass the excellent performance of Ortilla, who was able to get funds for the renovation of the 11th RPSB battalion headquarters offices. Ortilla's two-year stint as battalion commander saw the 11th RPSB's PCR successful conduct of different activities through IMPLAN (Implementing Plan) Nakahiusa and Magtinabangay. The 11th RPSB also "displayed an exemplary kind of heroism and played a significant role" on the search, rescue, relief and retrieval operation during the flash flood that devastated Davao City and other towns in the province. The 11th RPSB was also recognized for having demonstrated exemplary performance during the PNP-Internal Affairs Service Operational Readiness, Security Inspection Test and Evaluation for CY 2011. The competence demonstrated by the personnel of Ortilla in performing the series of activities during the Police Regional Office’s Annual General Inspection on Operational Readiness, Security, Inspection, Test and Evaluation (AGI-ORSITE) here garnered the highest score of 96.74 percent and was adjudged as the No. 1 among the 17 PRO's nationwide. The company's IAS unit conducted and maintained two combat operations per company per month. "I only wish for one thing that all the good that we have done here will be strengthen and continued," said Ortilla.
